Error on Provsion Instant Clone

Hi 

install CS 7.5

i create Instant clone (detected or float )  create CP machine but after want to create VM error this : Cloning of VM Fin3 has failed: Fault type is VC_FAULT_FATAL - The resource '66' is in use

change the domain

change the vm

change the VC

but i dont know
