Automatic VM provisioning using vRO

Hello,

I have a customer requirement where they have few VMs deployed and based on the current utilisation of these VM's CPU the requirement is to spin up new ones. For the sake of this condition consider the VMs as any Linux flavour. Can this be done through vRO?
